The name S̺âho Hàbû Gûchya is derived from the Goblin language, as S̺âho Hàbû Gûchya was founded by Tsîgesêg̈, who was culturaly Rattu.
Climate
S̺âho Hàbû Gûchya has a yearly average temperature of 15°C (59°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cold 4°C (39°F). S̺âho Hàbû Gûchya receives an average of 227 cm/y (89 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. S̺âho Hàbû Gûchya covers an area of nearly 78 km2 (31 mi2), and an average elevation of 3200 m (10498 ft) above sea level.
Overview
S̺âho Hàbû Gûchya was founded durring the late 14th century in winter of the year 1276, by Tsîgesêg̈. The establishment of S̺âho Hàbû Gûchya was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Tsîgesêg̈ struck deals with nearby nations and communities to establish S̺âho Hàbû Gûchya as a prison colony.
S̺âho Hàbû Gûchya was built using the conventions of Rattu durring the late 14th century. Naturaly, all settlmentss have their own look to them, and S̺âho Hàbû Gûchya is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
S̺âho Hàbû Gûchya is buildings are arranged arround a network of spacious flagstone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The city has a defencive wall made from large clay bricks. The wall is constructed to the exact specifications of millitary fortifications, but the nature of its clay brick construction leaves it vulnerable to even outdated siege equipment. That said, the city is well defended against anything short of an army. Unfortuantly, these brittle defences are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
S̺âho Hàbû Gûchya has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line S̺âho Hàbû Gûchya’s streets.
Civic Infrastructure
S̺âho Hàbû Gûchya possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.
S̺âho Hàbû Gûchya has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

S̺âho Hàbû Gûchya has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for S̺âho Hàbû Gûchya's natural decorations nor waterways.
S̺âho Hàbû Gûchya has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
S̺âho Hàbû Gûchya has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
S̺âho Hàbû Gûchya has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
There’s more than one leader in S̺âho Hàbû Gûchya, but at least some of them are at each other’s throats. It might be a conflict between formal leadership and informal authorities, or it could be a struggle among civil officials. Their interests might diverge sharply, or it could be a personal grudge that’s boiled over. Outside threats and internal problems are likely being ignored until the power struggle is resolved.
S̺âho Hàbû Gûchya's town hall was built using a different architectural style from the rest of the town. The style used is characterized by order, symmetry, formal design, grandiosity, and elaborate ornamentation. Architectural characteristics include balustrades, balconies, columns, cornices, pilasters, and triangular pediments. Stone exteriors are massive and grandiose in their symmetry; interiors are typically polished and lavishly decorated with sculptures, swags, medallions, flowers, and shields. Interiors will often have a grand stairway and opulent ballroom..
Due to the actions of local Kami, winter is long in S̺âho Hàbû Gûchya.
S̺âho Hàbû Gûchya's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves ritual combat to channel Abjuration energies of tier 2 via oratory performances.

History
In time immemorial, reportedly some time during the early 2nd century an otherwise minor earthquake shifted River Seymour. The resulting flood was isolated to the area around S̺âho Hàbû Gûchya, which was swallowed by the waters for several days. S̺âho Hàbû Gûchya lost 105 people, 140 livestock, and 62 buildings in the disaster. The disaster is remembered as the Trepidation Drownings.
